The Rosewood Center was an insitution for people with delopmental disabilities through out the 20th century.  A friend and I made a number of visits to the condemmed and abandoned buidlings on the Owings Mills campus during early 2000's.  One of the more interesting aspects of the insitutions remains was the haste in wish the buildings appeared left
